No, GateKeeper cannot be configured using only Windows Hello or a PIN.
When adding a user in GateKeeper, you must provide the actual Windows login credentials, which include the domain or computer name, username, and Windows password. If your computer is set up to use Windows Hello or PIN login, you typically won’t know the actual password, which prevents GateKeeper from being properly configured.
What to Do If You Don’t Know the Windows Password
If you don't have the original Windows password, you can create a new local account and use that for GateKeeper:
Step 1: Create a New Local Windows Account

Open Settings on your computer.

Go to Accounts > Your Info.

Click Sign in with a local account instead.

Follow the prompts to create a local username and password.
Step 2: Log in With the New Local Account

Sign out and log in using the new local account and password (not PIN).

Open Command Prompt (type
cmd
in the Start menu). -
This will return your domain\username (e.g.,
DESKTOP-12345\JohnDoe
).
Step 3: Add the Local Account to GateKeeper

Log in to the GateKeeper Hub.

Go to the user’s profile and click Add Credential.

Select Win Local and enter the username and password.

The domain name (computer name) should be in ALL CAPS.

Use the information from the
whoami
command.

Save the credential.
Final Step
Lock your computer.
When prompted, enter your GateKeeper PIN to log in using the new local account. You’re all set!
